I have a 2000 9-3 hatch (base model, not the SE) and as far as I know, all the 2000 9-3 models are pre-wired for a changer. The cable and connector are on the driver's side of the hatch/trunk behind the liner...roughly below where the powered antenna retracts at the rear quarter panel.
As for a CD changer...there are a few things you need to know.
1) With the 2000 year models, Saab had changed from a Clarion system head unit to a Pioneer system head unit. Most all the 2000 models have the Pioneer unit, but there have been reports of a few having the the Clarion unit (perhaps due to a dealer swapping out head unit with cassette player to a CD unit they had from a 1999 model).
2) You cannot just connect any old CD changer to the Saab as the head units talk over a proprietary protocol to the changer. If you have the Saab Pioneer head unit you have to get a Saab Pioneer CD changer. If you happen to have the Clarion head unit, there are a couple of models of Clarion CD changers that will work (search this particular forum for more details).
3) When you do get a CD changer, you can't just plug it in to the connector and have it work. The changer has to be electronically "married" to the head unit using the Tech II device (which your dealer or local Saab indy repair shop would have). This is part of the security system. If you buy a used Saab CD changer, you need to be sure that it was "divorced" from the other Saab also using the Tech II before it can be "married" to your Saab.
I bought a used CD changer for my 2000 9-3 and had it "married" to my car's head unit and it has worked great for 8+ years. The changer comes with a mounting bracket that connects with hex nuts to two threaded studs that are also behind the trunk liner near the cable. A couple of slits in the liner with a box cutter was all that was needed to get at the cable and mounting studs for the bracket.
