I've had 2 verts in the vintages you are considering - a '96 and my current '99. Each one had bent wheels when purchased, the '99 with wheels verging on the ridiculous.
Quick and easy check, jack up the front end and spin the wheels. Look on the inside of the wheel, any wobble is an indication of a bent wheel. Bent front wheels can shake the steering wheel in your hand. Somewhat speed dependent, sometimes there is a sweet spot above and below which you don't feel the wobble.
I've been told that the triangular style wheel (would have come stock on my base '99) and the 5 spoke with slight curve at the rim were the most susceptible to bending wheels. My '96 had Vikings, also bent.
If you are anywhere with bad roads like here in MA, that would be my first guess. The convertibles drive fine without bracing, although better with the braces. If you go for it, do beefier rear subframe brace (s.b. <$100) first and then 6 point. The rear subframe made such a difference in planting the back end of the car that I had to check the tires, I thought there were flat!
