That's a tough question to answer. Do you want to know why the engineers decided to make it that way or what purpose the pipe and clip has that is attached to the bottom?
I'm not sure about what answer you want. But without that pipe and clip, the EVAP system would not function as designed since it needs to be hooked up to the gas tank and intake manifold in some ways. The choice of fasteners and hoses is just purely what they decide on using from one year to another.
Different years and models have one exotic solution after the other and sometimes is is driven by rules from EPA to be able to certify the car under more stringent emission rules.
That is one purpose of using rigid plastic lines with snap click fasteners instead of rubber hoses so that less emission is let out in the air.
