Each and every shop have the right to do repairs in a way they feel secure with.
Saab's approach has been to replace the complete hydraulic unit with ABS module attached, so that is the official recommended way to do it.
As many others has discovered and recommends, it is possible and in most cases enough to just rebuild the ABS module. I have installed many rebuilt ones but have had a few duds.
Due to liability reasons, I do not allow my customers to drive the car with the ABS module removed (even though techically possible). If the car owner do the repair themself, they can do what they feel is right since they would take the brunt of their action if they run over someone and that persons lawyers discover that a crucial part of the ABS brake system has been removed.
So you can't blame a shop if they want to repair the car the official recommended way instead of taking a chance on another way.
I always inform my customers before the repair that it is a slight chance the rebuilt ABS module does not work and we would have to go with either a used complete unit or a new one.
