Seems like a decent buy, total investment less than $2,500 for a low mile turbo 900SE. Of course needed repairs other than what you have mentioned might spoil the deal.
As for Calif smog, the folks who smog it don't know what kind of a cat is in place, new used or aftermarket, so I don't understand why it would need to pass any special threshold other than the usual one for the model year. If the engine was replaced with a newer one maybe, but just a cat shouldn't affect the smog process.
A 98 900SET is a darn decent Saab model. Body work is always the most expensive part of old car reconditioning, paint, body and interior. The mechanical bits are less of the equation and you say it has a good body.
I'd sure want a Saab independent mechanic to look it over first. Will the seller let you drive it over to a mechanic?
