Might be a 'safety' estimate that includes replacement. It isn't an easy fix so if they are quoting a replacement, I would imagine that the cost is right on knowing what Saab charges for dealer parts.
Check out Dmitry Platonoff's web site (do a general search for the address) and you'll find a link to some fixes.
This issue is a common malady and it is in a place that is a complete pain in the butt to get at, let alone diagnose.
I would try taking off the passenger side footwell kick panel and see if the the cable is working correctly. if it isn't connected or a part is broken off or if you can hear that it isn't moving.
Also, have you checked to see that it isn't just the knob itself? If you don't get any tension when turning it would also point at a break either in the knob or the cable. Mine broke a couple years back and I just turn the post by hand. The issue with the NGs was the blend door binding and the knob being the weakest link being the first to break. Hence the link to Dmitry's site for a fix. I also think that there is a company/person selling a fix for the binding.
