I recently did this same job on my daughter's 1999 9-3SE. I used an impact wrench to remove the pulley bolt; there's plenty of room in there once the wheel and plastic liner cover are removed. I was fortunate to have a hugh pair of snap-ring pliers at work that I brought home to remove the snap-ring. I can only imagine that the "bike-wire" method involves using a braided steel cable like that from a bike brake or shifter and looping it thru the holes in the ear of the snap-ring. At that point one needs to tighten the wire in such a way to bring the ends of the snap-ring closer together and then pull it out. Getting it back in this way could prove to be tricky.
