The bolts holding the inner tie rod ends to the rack do not penetrate into where fluid normally passes. From the pics looks like an inner seal has blown out in the rack. Just replace it.
DIY is not too bad on these compared to pretty much all other models which require dropping the front subframe. Also a good time to install Viggen rescue kit/ steering brace. The steering column has a splined slip fitting into the rack accessible from the drivers interior. Remove the two inner rod bolts, leave the outer tie rods on the spindles. Then remove the two rack clamps (4 bolts). That will free up the rack so your able to move it around some to remove the high pressure supply and low pressure return hoses.
Make sure to not let the steering wheel spin on its own, and clock the new rack up to the same spot on the old rack. If not, will tear the airbag/horn clockspring. Once its all back together, install your tie rods.
Always always use blue locktite AND be SURE to reinstall the steel lock plate for the two tie rod bolts where they attach to the rack. Have done this before on a few NG900 and OG9-3s, and the front ends did not need alignments (toe) adjustments after.
