The air distrubution drum binds on 99s and early 2000s. The manual ones were obvious becasuse the knob would break off before the drum would turn. Almost all of those were replaced under warranty. The ACC ones lasted longer because the motor was powerful enough to turn the sticky drum.
If you pop out the ACC, the air distribution motor is right behind the module. You could remove the motor and try to turn the drum with a screwdriver to see if the drum is binding.
