A bit late, but anyways...
I have the same problem in my 1999 Viggen. My drum doesn't seem to be completely bound, it will go freely between the defrost and floor vents. It gets to the dash vents if you set it and drive for at least a half hour. Once it is in the dash position, it will stay there unless you change it. I figure I will get the thing replaced once it won't get to the defrost vents... I was quoted about $1200 for the job.
