It sounds like you need a headgasket reading your other post.
I doubt new bolts will change anything since the head gasket is probably breached somewhere.
If you have found and read the 2 to 3000 posts regarding bolts and retorque you will see it is different procedures and torque specs depending on using new bolts, used bolts, new/old style bolts, replacing all bolts with a headgasket job or replacing all bolts doing a bolt replacement job.
It is not possible to answer the question correctly anymore due to the plethora of head bolts circulating on the market nowadays and each brand have their own quirks and coating/non coating.
When you did the retorque of the old bolts (and you did it as good as it gets it sounds like) it was probably already too late for the head gasket but you managed to squeeze it tight for time being until more of the gasket material withered away.
