The Serpentine belt runs all the auxiliary equipment outside the engine itself: AC, power stearing, water pump, alternator. In the past each component had it's own belt. To save space some years ago all the manufacturers have gone to a single winding "serpentine" belt. If that fails, all the above fails. Replacing is a simple matter, however, what the dealer may charge you...(?).
A timing belt OTO, runs the cams inside the engine. The Saab 4 cyl engine does not have a timing belt. Instead it uses a timing chain. Much more robust, albeit somewhat more noisy than a belt. The notorious Saab/Opel V6 has/had a timing belt which was prone to premature failure. When those broke you had **major** engine damage. (Pistons raming into open valves...)
