I believe it! With 99s & 900s, I found that Finnish cars definitely rusted less, and seemed to be assembled just a tad better.
About the only 900 I know of that might be better than a Finnish one, is my Mom's 1990 900S, built in the short-lived Malmö plant. Of course, it helps that it's got less than 50k miles on it, and has been garaged for the past 13 years...
