The estimate for the front cover seal (crankshaft) looks reasonable. Honestly, I would start with the valve cover gasket, and also look at all the PCV system hoses first. These are all very DIY-able projects. Then, clean the bottom of the engine and see what is still leaking. This might solve much of your problem. It's not always easy to see the leaky culprits when it's starting at the top, and has had several years to coat the engine.
Can't say I agree with the "Turbo will start leaking bad" comment. Use proper oil, and keep up on the changes. My '01 9-3 with 135K miles has no leaks (PCV hoses replaced as they started leaking)
