I have a 1998 900SET that I bought new. It is a 5-door, automatic 4-cylinder turbo, and I do mainly city driving. I replaced the brake pads at 30,000 miles mainly to get rid of the nasty black brake dust but also for better performance. The original pads had about 50% left on the fronts and 70% left on the rears.
It sounds like the previous owner was very hard on brakes!
As far as engine noise, my engine purrs nicely. You may have an exhuast leak or cracked exhaust manifold if the previous owner really overheated the exhaust.
As far as the serpertine belt, mine is fine so far (35,000 miles). However, it is a standard service item to check for cracks, etc. and replace as sone as crackes or other signs of damage appear. Saab recommends replacing the belt after 60,000 miles regardless of how good the condition.
