Maybe the turbo lag is a little bit more than what you're expecting? Keep the RPMs up around 2,500-3,000 and see what you think. If you go for 50% throttle at a low RPM, you'll actually get perhaps 20% for a couple seconds, then bam, turbo spools...
Throttle blip is normal. SAAB said they do this to attempt to keep the turbo spun up between shifts. When upshifting, in most situations I've noticed it pretty much exactly rev-matches to the next gear, which is great. It should NOT do this if you are downshifting. If the turbo is already spooled, it will blip the throttle to keep it spooled, otherwise, it won't. So you're going up a hill and to keep from lugging, you upshift, hence the throttle blip.
Open air intakes along with filters like K&N are some of the biggest snake-oil products out there. The stock airbox and a high pleat count paper filter are best.
Probably should just swap the MAF now and see what difference that makes, then keep the other as a spare. I have a couple with labels describing their odd behaviors.
Research plugs, check yours out.
Check for vacuum leaks. An evaporative emissions code on my car hasn't impacted drive-ability. Like you, I checked the basics then gave up. No tests where I live, so it is a low priority.
This car should have had a bigger intercooler from the factory. First step by a mile. Works great with everything else left alone. Beyond that, 3" turbo back and tune are all that are really needed to pretty much max the motor out on stock internals.
