I can tell you I installed clear vinyl on my fogs years ago after replacing probably half a dozen fog lights. DIY home kit from a random reputable online seller in bulk form (large sheet). Remove fog light, clean very well, cut to fit and apply with applicator fluid. I considered the headlights but I actually only had one lens crack in over a decade and I used the opportunity to switch from DOT to e-codes anyway. Also, the wipers would need to be disabled on the headlights to keep from scratching the vinyl. (It is very tough stuff, though. Just the wipers will wreck it over time.)
The vinyl I chose was designed for high-heat fog/headlight applications and is not the same as something like a clear bra type vinyl I suppose. It is thicker and best I can see, 100% optically clear.
I won't post a link since companies change over time and plus I haven't tried any other products specifically.
