If the wiring is frayed/broken, repair that first. Driver's side wiring controls both seats. Wires can get mangled by the latch over time.
If ALL wiring looks ok, proceed on to other stuff. Check connections next, under both seats. Also, remember, if door is left open too long (without car running,I suppose) seats may not work. This has happened to me doing seat work. I just close the door and reopen it. Could be a quirk with my car...
