If you still have the old self adjusted cable, it might have broken like this and the self adjuster has reached the limit.
It was very common due to a design flaw in the cable.
What I started to do was to use an exhaust manifold washer, cut a slot in it so that I could push it over the cable and into the bottom of that rubber. That way, the end of the plastic sheathing had something to "stomp" off on instead of the plastic itself.
