It's a chip-guard overlay similar to those plastics in the side window areas...I used a heat gun and some of the citric gummed label remover along with some Bon-Ami or you can use pumice or compound or similar..just mix and match and wear some gloves to spare your hands the sticky stuff and the citric smell.
After the repair I just used truck bed coating (multiple sprays) and painted over that. Also used the bed coating as the final coating after the repairs in the wheel wells.
