I have not seen a 95 ABS module go bad.
As a Saab shop, I would first check for speed signal in to the ABS module from each wheel sensor and then check for speed signal out from the ABS module to MIU and then go to MIU and see if it receives the speed signal from ABS and then use the scan tool to activate speedometer and see if it works.
