It is possible to check the signals manually but it involves a lot more time and knowledge of the wiring system.
You have to get a copy of the WIS Saab repair program, look up the wire colors from each wheel sensor, check the specifications for the sensor signal and use a Volt/Ohm meter to check while rotating each wheel.
The same with the ABS to MIU signal. Figure out which wires are involved and what type of signal you are suppose to see. Some signals are like a sinus wave form and some are stair stepped PWM (Pulse Width Modulated) signals.
So yes, it is possible but I'm glad I don't have to do it too often since it takes a long time reading wiring diagrams and such.
