So, I took the car to a garage and they were able to pull the code. It indicated that #1 O2 sensor was faulty. I replaced the sensor (to successfully remove it involved unbolting a couple of wire clips and uncoupling the connector), reset the CEL and this cured the problem.
I learned several things from this:
1. many garages have OBD-II equipment and when asked nicely will pull the codes for you.
2. the CEL doesn't always flash a code, so (1) is your only option.
3. the 96 SET had two O2 sensors and the only sane way to remove the post cat sensor is to drop the front end of the exhaust.
4. My O2 sensor failed at 58,000 miles so they don't last forever.
5. O2 sensor prices vary wildly. Don't assume you'll get a good deal from your local parts store for the OEM part.
6. saabnet is a great place to go for technical support !
