I bought a '98 900SETC over a year and a half ago with 24k miles on it. Drives like new, even looks new. Most people who don't know Saabs think the car is MUCH newer, like brand new. They are shocked its a '98. Its peppy and fun to drive. I love to drive it...a little too much, I've already put 20k more miles on it. :/ My husband was skeptical about the Saab purchase, but when he's going on an errand, he takes my car. When he's meeting a client for lunch, he takes my car -- if I let him!
I did have to put an alternator in it at about 32k. It was covered under an extended warranty. Other than the regular maintainence, I've had no other major repairs. I may put new brakes on it when I switch to the winter tires.
The '99 9-3 isn't much different -- but you can get one with a more convenient cup-holder. ;)
You'd really be happy with either a '98 or '99, I'm sure! Just a price difference. They've both really depreciated at this point and are a GREAT deal!
