built-in failure rate

So I"ve been thinking about this for a while now and figured it was time to post ...
Auto manufacturers must certainly design and build with a life span in mind. For example, you could take many different approaches to manufacturing a water pump with regard to material quality and design. Conceivably, one could install a 10-year pump or a 25-year pump. This kind of decision making process must be integral to design and construction.
Interestingly, it presents unlimited opportunities to alter the every element of your business strategy. For example, you might choose a price point for your parts that promotes longevity to draw buyers on the long-term value of ownership. On the contrary, you may identify a non-fatal part that could generate repair income if replace every few years (non-wear related ... and watch out for the dreaded "recall").
So, how much of this type of decision making goes on? It would be hard for me to believe that manufacturers simply try to balance price and quality without.
thoughts?
