Due to high unionized labour costs at the OEM level (and other reasons) much of today's cars are merely assembled at the plant from components/systems designed and built by tier one suppliers. There is very strong competition for this business as you can imagine how lucrative it would be to make all of part "a" for whatever hot SUV is being built by the thousands. Also, considering the fact that the design lead time is shortening every year, its tough enough to design a component that meets the requirements, much less one that would fail at a certain point like Ari mentioned. Since every supplier wants to keep their business with the OEM, unless the OEM specifically requests a planned failure- the supplier will be doing their best to design and build the absolute best product available to stay ahead of the competition.
I've been in tier one automotive design for nearly 10 years and worked for quite a few companies making a wide range of components and I haven't once seen a requirement for a part to fail at a given point in time.
