Too many times I hear people talking about this technology is faster than that. The speed you download anything is HIGHLY dependent on a number of things, including the topology you use to access the 'net. This is why the so-called Speed Tests that you might find at DSLReports.com and others are virtually useless at determining your immediate network health, the part you might have any control over.
Once your packets go out on the net, it's like trying to guage your arrival time at a distant city while passing thru other cities at rush hour. Data traverses several to many legs on it's journey to or from you. any one of those legs could be humped up, and then a minute later be clear, and the next minute another hump somewhere else, or clear all the way thru, or not. There's no predicting it and while you may be able to transfer at 800 KB/S inside your ISP's network, you may be only able to get 56K to that ftp across the country.
Certainly, OOL and other cable ISPs provide the _potential_ for the fastest speeds (in fact IIRC, OOL provides the biggest in the industry for the home user), they unofficially consider ~250Kb/S(bits) as a trigger for service concerns.
