This is a typical instruction for torqueing a bolt. You tighten to a set torque, then do an "angle-torque" for further tightening.
(Note that 44ft/lbs. is very little torque. Most torque wrenches go to 150 ft/lbs, and then others go to 250. The bolt on the crankshaft pulley for example takes over about 120ft/lbs. of torque).
The way you do an angle-torque is... turn the wrench until it clicks at 44ft/lbs. Then turn the wrench backwards (counterclockwise) so it just freely ratchets until it is at 0 degrees (straight up and down). Then turn it to the right (clockwise) until it the wrench is straight side to side (90 degrees).
These bolts are made to take a lot of torque, so I wouldn't worry about snapping them if you use a good torque wrench and take your time.
