What they *probably* mean is something like this...
After you've tightened to the torque value, use the torque wrench to turn the additional 90 degrees. As you do this, watch the torque value. It should climb, then maybe begin to level off. That's when the bolt begins to yield. If it drops back down lower than its highest value, then you should probably worry. At this point you can probably turn it a ways farther before it actually breaks, but it has been weakened.
What bothers me is that this really sounds like the bolts are intended to yield. But that kind of bolt isn't supposed to be re-used. After it's been stretched once it doesn't go back...
(I don't know how you'd do this with a 'clicker' wrench. I'd try to get a torque wrench that has a scale.)
