The volume of ambient temperature gas that would be pushed out of the cylinders if the engine were just a pump is negligable. It would spin, but not enough to be useful.
What's driving the turbine isn't necessarily that the gas is just of a hot temperature, it's that the gas is still expanding once it leaves the cylinder and enters the exhaust manifold. It isn't heat as such that moves the turbine blades, it's the gas expansion brought about by the heat.
The exhaust gas is going from a high temperature/low volume space to a higher volume space and it expands. As it expands, it loses some of its expansion energy to the turbine blades as the gas changes direction when it hits the blades.
