2002 Thorne Clarke Shotfire Ridge Barossa Cuvee (paid $17) Parker 93 points
2001 Abadia Reteurta Sardon del Duero (paid $9 or 10) awesome Spanish juice
2002 Borsao de Borja (paid $6) also Spain Parker rated it 88, me 86-87
2001 Agriolas Costera (usually around $10) great w/pasta
The Shotfire is awesome. I bought a case and tried one. It should last 7-10 years. I also have their Shiraz which is even better but its no longer available.
The Sardon del Duero is a favorite of mine in that price range. Its a fuller wine than the Agriolas. The Borsao is a fantastic value.
Also consider a Rioja from a decent vintage. 1994 was the best of recent vintages but 1997 is also good. You can get some riservas from the 1997 vintage in the $15 range.
2000 Classified Bordeaux is probably beyond your budget, but you can try some petit chateaux in the 15-19 range. I'm a firm believer that you do better in buying a lesser wine in a great vintage than a ok wine in a mediocre vintage.
