There would be an electrical disconnect switch located on the side of the house, that the electrical power wiring runs to the condensor unit. Make sure that it isn't switched off. If it doens't have an external switch arm, open the box and make sure that someone didn't rotate the disconnect 180 degrees.
Make sure that a dog/chipmonk/lawn mower/leaf rake didn't damage the low-voltage wiring coming from the thermosat (actually the indoor air-handler) to the relay on the condensor unit.
These are things that anybody can check. Anything else, requires a little mechanical/electrical knowledge.
