4 inches above any hard points underneath, i.e, the engine and associated structures. This would provide a crush zone for pedestrian heads when they hit the hood. Also wiper structures have to be tucked away too. They don't want the front of the cars too low, i.e, at the knees, but I think most mid engine cars are below that, which is OK, a broken tibia is better than a ruined knee. SUV's can't be too high either, so people won't be thrown under the car. There are also rules for frontal profile/area, can't be too angular, and grills will have to be different. It is such a joke. I agree with you, people are careless when crossing the road. Jay walking is the rule, they ignore lights, and they take their sweet ass time when doing so. Seems like some of those people deserve to get hit.
