Whoop-de-do for Subaru. The flat 4 should make it easy for a 9-2X to comply (maybe not the turbo...)
Also, Citroen's "DS" and (aptly named) "SM" models hang the transaxle out in front of the engine (car's front) - they had so much space between the hard parts and the hood line, they located the spare tire in the engine compartment.
What concerns me more than the concept of protecting pedestrians is the concept of defining the solution rather than specifying the performance. 4 inches of air beneath the hood? Why not a composite or soft aluminum outer skin, a ridgid inner skin, with an absorbing foam sandwich? Motorcycle helmets are kind of made like that, with a whole lot less than 4 inches of space. What about the tendency of pedestrian heads to hit glass? What about the tendency to hit moose?
