Yep. Same law, same state; just no NYC agency. Dunno where the closest AG office is, but they cover the whole state. Same for DMV. Yes, other cars cost money even if not a taxi. Cost it out. Maybe try the IRS standard for mileage if nothing else. Your relative could charge you -- that is measurable. Try the same for loss of use of your car with loan or lease. You might get the judge to buy into some kind of cost factor, but do not count on the world - just something reasonable. Aggravation is not usually compensable unless you can quantify you cost in real world material loss. The one exception might be punitive damages for intentional harms or some kind of gross negligence, waaayyy beyond simple negligence or failure of due care etc. Small claims would be very reluctant to grant punies without some kind of equivalent of evil intent or other beyond the pale conduct.
