With the exception of the teenagers, that sounds like my situation.
A programmable is probably your best bet (although I'd bet that you have one already). The locked plastic box is just an invitation for strife and learning new lockpicking skills, I hate to say, as much as I like the idea.
You might want to put in a second thermostat someplace that gets good, representative air flow, then leave the current one up as a powered-up dummy. If the other users aren't too terribly perceptive, they won't notice that the furnace/AC doesn't go on when the relay in the dummy unit clicks.
Unfortunately, there are enough people in your house that somebody *will* notice when you're running new wiring. Dang. Another brilliant idea goes into the dumpster :-(
