the problem with the lock boxes is that must let generous amounts of air to pass thru, which means a paper clip or small screwdriver will often work, great fun in the office.....
there are some very high ent tstats that use remote sensors, so put the sensor in the room you want to monitor, and put the real tstat under lock and key....check out april air for starters....some high end tstats do offer a lockout feature. then there is this proliphix, put 3 w in front and a dot com, it is a wifi based tstat, so you can do all your scheduling over the network, and you can lock out the front panel....almost as cool as what I have.
best bet is a programmable, with many programs, so no matter who tinkers with it, the right setting is only a short time away.
