I seem to remember having a similar problem and solved it using one of the tricks I had learned fighting with Win95.
Open up the CD and look for the specific Win2000 or WinXP setup files. It's been a few years since I installed mine, but it seems my machine couldn't/wouldn't find the correct set up file by itself and I had to put the file name clearly "in the crosshairs" of the "Run" command before the CD would load.
Now for the next bit of fun. After you get it loaded you will probably discover that none of the diagrams or sketches will display with the instructional text, especially if you have SP1 loaded. This problem is caused by WinXP w/ SP1 not properly recognizing the .cgm graphic files (read my previous tirades on why I think this happens). I found an Alpha release of a software patch at the attached link which solved the problem and has been trouble-free for 2+ years.
You are not the first to have problems loading this CD.
