I have noticed several times on my two machines that if the computer has been up and running for a long time, I can't install certain new programs.
After rebooting the computer, it loaded the program right away.
Have you tried to enter setupwis.exe in Run?
It shouldn't really matter doing that instead of clicking on the setup icon within the program folder but it might.
Your version of the WIS is one of the very first ones released.
As Roger pointed out, some people were having problems viewing .cgm file pictures from WIS after installing SP1 on XP.
I think Microsoft came out with a fix after the SP1 was released to take care of that glitch.
If I recall correctly your old version of the WIS use another type of picture viewing than .cgm.
It's a seperate program opening up called Testman. That program was ditched in favor of the .cgm type.
I think they switched in around 2002, probably when they went from 1.0 to 3.0 version of the WIS.
