Because if you are hungry, than as soon as you cross the border, you will eat. Which is why they want you to pay the duties for the loss of sales, I guess. If you are full, than you won't eat till your next meal. Same with the gas I think. If you are empty, you will fill up right away in Canada instead of waiting to come back into US for the next fill up.
Good point about the tires. If they hassle you, than you should do the "burn out" right in front of them and tell them that "now it's not new anymore" :) The definition of new vs. used/old is not black and white. I say take an advantage of foreign exchange rate. That's why they are different.
