1) Put the lug bolts back on the car, but only finger tight - no wrench. 2) Lower the car off the jack.
3a) If problem is with the fronts, start the car and turn the steering wheel to full lock position in both directions, then recenter the wheel.
3b) If problem is with the rears, get the jack out of the way, start the car, and drive both foward and reverse about one car length.
4) Lift the car on the jack again and remove the lugs. The wheel should drop right off. The wheel forces from the above manuevers, coupled with the "loose" lug bolts, with have broken the thin film of corrosion which had the wheel frozen to the hub.
