I'd like to add to my post... take a look at the URL below for some real hard numbers. But, here are some highlights (for the lazy :):

"But take a look at this gearing link for the RC51 <Gearing> (Must have excel to view). At Redline given in high gear he would theoretically only be going 181 mph."
"...MOTOGP Factory prepped RC211 with nothing overlooked of 1/2 to 3/4 million budget squeezed out 268 hp. Same size motor, basically same bike, but with money dripping out of every lightened piece on the bike barley [sic] broke the 203 mph barrier."
[Double the horsepower to go SLOWER?]
"Another example would be the Suzuki Hayabusa, the most aerodynamic bike ever produced made approx. 150-155 hp. This bike in 1999 went, at sea level, low 190's."
As far as I'm concerned, bottom line, the clocking officer is either a liar or negligent to the point of being a liar. The kid may have gotten off easy, but the cop did a notably poor job of arresting him.
