Last July I bought a 9000 that was listed on eBay (UK). I sent the owner a deposit of £200 ($370) thru PayPal. Within a day of sending the deposit, the owner emailed me saying that the car was in an accident and he'd return the money. Waited for a week, yet no money. Informed PayPal what had happened and they said they'd have to do their own investigation of the matter.....fine! After the investigation (another 7 days), they also had no luck getting the deposit back and communication wasn't the sellers' best attribute. PayPal could give me no indication of whether I would ever see this money again. So, I went to my bank and told them the story. My bank investigated the matter and concurred with my suspicion that I was dealing with a less than honorable seller. The bank was able to get back the funds that were used for the downpayment. PayPal now informs me that at the end of August they were able to get the funds from the seller and want me to pay a $31 fee. This really ticks me off because I feel the seller should be liable for any fees that PayPal require. It seems PayPal is there to protect only the seller, not buyers, even if the seller is a crook! $31 is not a lot of money, but it's the principle. I have a feeling that if I hadn't gone to my bank, PayPal wouldn't have pursued the 'seller' at all.
