My experience with Paypal is if the people you are dealing with (sellers or buyers) are honest people, than everything is fine. Obviously we are in an imperfect world. Fortunately the only time I have to deal with this situation on Ebay is one seller who took my money but refuse to send the merchandise. He then closed the account with Ebay. Paypal alleged there is nothing it can do after I filed a dispute resolution with their investigation agreeing the seller is at fault.
I was ready to give up until I contacted another buyer this fraudulent person scammed (email address obtained from his feedback). The victim advised me to refuse payment on my credit card or bank. I always use Paypal by credit card. This is how I got the money back.
First I am glad the system still works. Second, no, paypal is not very good at taking care of the customer.
