In a case like this, it is tempting to act as you would if you owned the place. I would send a registered letter to landlord advising of problem, repercussions on family as well as deadline for action.
In the meantime, I would be very tempted to go ahead and start piercing if not taking out parts of the ceiling. It is by now soaked with water and very heavy (probably sagging).
It will need to be done anyways, will relieve the odor and take away the menace that the whole thing could come crashing down on you and your family. However, it also depends on wether or not your ceiling is insulated (i.e. if it gives directly in an attic or similar), it might start getting cold.
Worth a call to someone who knows rental laws in your area.
Bummer.... :-(
