I am not a lawyer either...only a former renter and now a homeowner.
There is really no way to tell if the roof is toast or not based on water leakage only. Perhaps it is or perhaps it is only a flashing or the shingles or a backed up gutter or...a contractor or carpenter or even a building inspector will easily be able to tell. Unless your landlord happens to be one of these or states "the roof is going to be replaced", I wouldn't take only his word for it.
By law it is the landlord's responsibility to ensure that you have a habitable and safe dwelling. Water damage can cause ceilings to collapse, mildew and fungus to form (health hazard), or endanger you and/or your property. Are the walls drywall or not? Once drywall gets water damaged it is pretty much toast and must be replaced. Your landlord should logically understand that wasting money on new paint and/or patching plaster (band-aid approach) without correcting the source of the problem will only cause more aggravation (yours & his) and money (his) in the long run. You might want to double check your lease as it may also be the landlord's responsibility to put you and yours up in a hotel while the work is being done.
Do resist the urge of trying to tinker with the problem yourself unless your landlord says its ok and you feel comfortable with DIY carpentry/construction projects.
