I'd notify your landlord (and this comes from my own experience) that until the ceiling is fixed:
a) you're going to a decent hotel/motel and will be billing him/her for the nights you spend there
b) you're going to pro-rate your monthly rent to account for the days you weren't in your apartment
Notify your landlord by phone call, and then write a letter via certified/registered mail stating "as we discussed over the phone on January 15 at 10am, you will do XYZ..." Keep a copy for yourself.
If your landlord doesn't take care of this, (at least in Chicago, where I live) that would constitute a breach of his/her duty as a landlord, and you would be justified in breaking your lease agreement.
Don't stay in your apartment if you feel it is unsafe. The ceiling could come crashing down at any moment (again, I speak from experience), there could be dangerous molds growing in there, and anyway it just makes things ugly.
Good luck and let us know how it all shakes out. I know this has got to be a pain in the butt for you and your family.
