I heard the story differently:
I was read somewhere that when SAAB wanted to sell the 99 in the U.S. it was a DOT requirement that there be a lockable steering column and that SAAB had found it more cost effective and easier to lock the gearshift in reverse than to redesign the steering column.
They then later touted the unintended safety feature that now drivers' knees won't collide with the key in the steering column in case of an accident, however this was more of an unintended consequence.
Don't know how much of this is true though. I think that with today's technology and ergonomics it seems as if some sort of keyless ignition with a 'Start' button is the way to go. Tradition's one thing, but one should seize a good idea when one sees one, IMHO.
