WMA do not in herently have better sound quality. There are all sorts of different MP3 encoders, and settings, which I am sure they messed around with to make it sound worse than it could. WMA was intended to allow greater compression, not higher sound quality, which is why the max bit rate is 128k. MP3s encoded with a good encoder, such as LAME, with the proper settings, will sound better than WMA.
