Sometimes in a situation like this, there will be many transitions and changes, along with more downsizing/rightsizing of the workforce (again). Sometimes a leader does not want to go through all of that for various reasons. And if they are going to go, it is only fair to do so at a time like this so a new leader can choose his own management team and make his own mistakes. And the new leader then cannot blame the old leader for making changes then leaving 1/2 way through and leaving the new guy with problems (and ready made exuses). So a clean start in some ways.
And the old leader after a long battle lost, may not have the energy and may also have burned a few bridges fighting for things that were lost. After all of the downsizing and cost cutting, the organization at large might also be ready for him to go. There are many social issues.
